Academician S. L. TIKHVINSKY. Results and Perspectives of Soviet Historical Studies

The article sums up Soviet historians' efforts in 1984 and charts their future research. The author discusses some problems of organisational nature, the work of the Bureau of the Division of History of the USSR Academy of Sciences and pays particular attention to the timely fulfilment of plans by the scientific collectives united by the Division of History.

L. M. VOLODARSKX The Soviet Rear During the Great Patriotic War of 1941 - 1945

The author traces the formation and development of the rear regions during the Great Patriotic War, sums up the intensive work conducted under the guidance of the Communist Party and the Soviet government in the course of the pre-war five-year plans to create and consolidate Soviet economic and defence potential. He shows how the economy was switched on the war-time basis, how large industrial enterprises were replaced beyond the Urals, their contribution to the war effort of the Soviet people and the role they played in the restoration of the national economy in the regions freed from fascist occupation when the war still continued. On the whole the article shows the laboui feat of the Soviet people guided by the Communist Party.

Academician A. L. NAROCHNITSKY. New Phenomena in Diplomacy and the Problem of Ensuring Peace in 1919 - 1939

The author takes as his subject new phenomena in diplomacy and international relations which emerged between the two world wars. He comes to the conclusion that two lines can be discerned in the diplomatic struggle on the eve of the Second World War. The first of them was pursued by the Soviet Union to ensure peace through the collective security system, the second-by the Western powers to connive at the aggressive policy of the fascist states and to channel it against the USSR. Stable peace and security in Europe can be ensured only through peaceful co-existence and cooperation between the USSR and capitalist countries.

The article is devoted to Soviet writings published between 1975 and 1984 which deal with the activity of major political parties (the Bolsheviks, the Mensheviks, the Socialist Revolutionaries, the Popular Socialists, the Constitutional Democrats, the Octobrists and the Black Hundred). The authors pose new research tasks.

I. LEVITSKY. On the Reasons of Fascist Rumania's Participation in the War Against the USSR

The author characterises foreign policy of the royal Rumania and her relations with the Soviet Union between 1918 and 1940 and shows that her participation in the war against the USSR was the logical continuation of the policy pursued by Rumanian capitalists and landlords. What had driven the Rumanian ruling circles towards the union with fascist Germany and participation in the war were not the "Soviet threat" or a "noble desire" to "free their brothers" as is asserted by reactionary bourgeois historiography but the desire to seize new territories, to establish her hegemony in the region and to annihilate the USSR.
